bug: Step by step overlay always uses Default Layout

Describe the bug
When opening the Step by step layout, it will always show the list of steps as if the default layout is selected.

This means if you have the "Default layout without vendors" layout selected, the overlay will still point you at vendors, as well as claim that maps with relevant gathering nodes have "nothing to do".

The Step by step tab in the main window works exactly as intended, showing the path to gather without including vendors.

To Reproduce
Steps to reproduce the behavior:

1. Create a new List.
2. Add 50x Ash Lumber to the list.
3. Select "Default layout". Note the app suggests visiting a vendor to buy the logs.
4. Select "Default layout without vendors". Note the app now suggests visiting Central Shroud to gather logs.
5. Visit Central Shroud, enable the overlay, note how it continues to tell you to visit the map with the vendor instead.

Expected behavior
For the overlay to match the main window's behavior.
