Pygeoapi update breaking WFS functionality

Currently we pull down WFS records 1000 at a time, using startindex to tell the server where to start the next batch. The API seems to have changed to offset. Right now the server will just send the same records over and over until RAMP thinks it has received everything.

You can see this in action here; https://climate-viewer.canada.ca/#/?v=tempstations&d=ltce There should be features everywhere across Canada but instead the same stations have 5-6 points each.

Hopefully this only requires changing startindex -> offset in the query but I am unsure if this will affect other WFS functionality.

A fix for this is needed for CDV.
