If you are in the root directory of a drive and drag a file that exists in the root directory, files displays "move to" as an action and tries to move the file even though the path has not changed.
This does not happen when you are in a subfolder.
Steps To Reproduce
open the root directory of a drive
drag a file that exists in the root drive to an empty area
see the "move to action" above the file
release left mouse button
see in the status center (ongoing tasks) that the file was moved to the same location
Steps to fix
move action should not be displayed and file should not be moved

Description
If you are in the root directory of a drive and drag a file that exists in the root directory, files displays "move to" as an action and tries to move the file even though the path has not changed.
This does not happen when you are in a subfolder.
