It may be that the (ftp://ftp.debian.org/) style servers have been retired for obvious reasons. You can try "fink configure" and pick an https server for debian rather than the ftp server.

fink configure doesn't list any https mirrors for debian, just ftp and plain http...

Try the http then. I just assumed https since http is so last year! :-) But it looks like the debian mirrors in general need updating and probably testing all info files with references to the debian mirror. But today it seems that the finkmirrors.net has the file you need.
