Some actions aren't displayed at balance

Take as an example, this one:

The action has the "Open and voluntary membership" principle but is not showing at balance page (even with all its data fields filled).
It only starts to be displayed if we select a 2nd principle, correctly listing the action in the 2 principles in the balance.
