Providing a maximum number of tokens for messaging #388

There is a limit (500) to the number of messages that can be sent at one time in SendAll of messaging.
I would like to check the upper limit in advance, but since there is no constant, I have to define "500" myself.
This is the upper limit of messaging, and it may change with an update, so please provide a constant.
