Add submissions service to the umbrella chart.

Blocked by #13

Acceptance criteria

Submission service helm chart is included as a dependency of flam-flam chart
Dispatcher can send data to the submission service
Submission service saves data to the mongodb
Sensible default values are set
It's successfully installed within dev-stack/tilt setup
Readme is updated with any details
