Долго не понимал почему не работает авторизация.
Думаю, что лучше добавить в пример docker-compose.yaml:

services:
openvpn:
...
environment:
OVPN_PASSWD_AUTH: "False"

тогда можно быстрее догадаться, что для включения авторизации нужно сделать
OVPN_PASSWD_AUTH: "True"
