new_check_scheduled_maintenance_duration isn't being obeyed on master

I simulated a new failing check, but no scheduled maintenance was created.

My config file matches the default:

  new_check_scheduled_maintenance_duration = "100 years"

This is also turned on by default in the code.

hmm, my logic around it is a little broken
requires tags to match, but new check object isn't saved yet so can't have tags attached
so that code won't ever run at the moment :)
