Currently an absolute base URL is stored in config.php, as well as an array of relative paths to the API/admin sections.
However, we should consider the case where a forum client may be on a separate server (and therefore at a different base URL) to the API and admin clients. Thus, we should store three individual absolute URLs instead of relative paths.
