Upgrade Flatpak to 2023.9.3

I am having issues with the flatpak opening after updating to latest flatpak version.

This is a known issue and is fixed in 2023.9.3 version: bitwarden/clients#6560

If you could update the flatpak with the fix that would be highly appreciated! For those with issues, run these commands to fix in the meantime (without sudo if running in user mode): bitwarden/clients#6560 (comment)

This will downgrade your client to the 9.1 release which will fix as a workaround.

An update should be triggered automatically by the release tracker bot. Delay between the upstream and Flatpak releases is kept minimum thanks to this bot. Meanwhile, thanks for providing a fix for the impatient. Another option is to use the Firefox plugin.

This is no longer an issue now that 2023.9.3 is available from flathub.
