[Proposal] Change default tool hotkeys to industry standard WER

Issue description:

Idk if it's just me but when I tried out flax for the first time I was confused by 123 being the default transform tool shortcuts. I honestly have nothing against them nowadays and they work perfectly fine for me but it was one of the reasons why I tried and used unreal for a few months before then coming back to flax.

The only thing that's a bit weird is getting used to wer again when having to use other tools, I always accidentally press 123

Long story short: it's a bit weird having those buttons as 123 and it may scare away ppl who have previously used other tools like Godot or Unity.

Only problem now is that Flax users r used to 123 and it's gonna be a pain for them to switch to WER, but it's better to do such a change now (maybe with 2.0?) because the Flax user base will only grow.

You can remap them to WER but when doing so and then moving through the editor with WASD and QE the tool changes. Which also means it's currently not possible to remap them to WER if you want to without problems.

The best fix is prolly to forbid tool changes during editor viewport movement.
