[BUG] maxNativeZoom does not work since v4

TileLayer.maxNativeZoom no longer results in the tiles at the specified zoom levels being zoomed/scaled as intended.

Instead, in v4 & v5, the map appears to break, and in v6, there is no apparent effect.
