macOS declaration profile wasn't sent to all elegible hosts in the team

In #19170, a declaration was uploaded to the "💻🐣 Workstations (canary)" team, however it wasn't sent to all macOS hosts.

• Per Marko: the declaration is purposefully invalid, to see how an error looks like
• The declaration is visible in the UI

this happened because the hosts had expired certificates in Dogfood. That's being tackled separately in issues like #19311 and #19149
