People sometimes upload videos or animations that can contain significant amounts of bright flashing, but they may not always add a content warning for it. Detecting this is easy and would help protect those who are susceptible to seizures.

A "flashing" flag could be added to a video/post as indication (similar to Mastodon's current NSFW flag). This flag would get set automatically if flashing is detected, or it could be set by the user manually.
