Create custom build cache for libsodium.

I've been hoping this would resolve itself, but it seems like not! So instead we need to somehow create a build cache that provides the install. It's not great or ideal, but everything failing because that one package has a wonky endpoint is bad.

This was fixed by installing libsodium from GitHub, but now I'm seeing timeouts for xz (sourceforge):

@trws do you know which GitHub repository (if any) is a mirror of the official xz I might do the same with? I think it might be this one: https://github.com/tukaani-project/xz It links to https://tukaani.org/

Why are we installing from sourceforge?
