Restaurant owner can access restaurant pending approval?

As a restaurant owner that has just created a new restaurant
When I type in the slug of my restaurant slug/admin in the url
Then I can access the, if I now click back I see a flash message
"Sorry, we couldn't find the restaurant you requested in our sytem."

So to summarise; a restaurant pending approval can be viewed by
and activated by the restaurant owner!!!!
That makes it visible to all the users

If the rest admin tries to go the pages normal path, not the admin panel,
He is redirected to the admin panel.
But only if the restaurant is approved and inactive!
