Backup cluster failing at postgres dump step

I'm unable to run a cluster backup. The process creates the json file, but always fails on the postgres dump step. The output doesn't have much detail:

I can see each attempt is creating a job in the postgres app, but with no output there. The logs from postgres itself look like:

The cluster itself is running well, and I can export individual apps.

Any ideas what's going on here?
