on a client's site I have an issue when Firefox tries to naturally play a mp4-video file, fails and tries to load the video with the fallback flash-player. Somehow uris with umlauts are getting messed up, so the flash-player can't load the video file. If the uri to the same video file does not contain any umlauts, everything works as expected.

Can somebody else confirm this ill behaviour?
Unfortunately, yes. This is a long standing bug, see: #162
