This is the maximum percentage of phoenix.query.maxGlobalMemoryBytes that any one tenant is allowed to consume. "maxOrg" could be changed to "maxTenant" or "maxGroup" to make it more understandable.

Unless I hear objections, I'd like to just rename this from phoenix.query.maxOrgMemoryPercentage to phoenix.query.maxTenantMemoryPercentage. I suspect folks aren't relying on this yet, but I'm open to deprecating the old name if anyone is.
