S3 upload backend doesnt move uploaded profile image from the uploads bucket to the configured bucket for display

To Reproduce

Configure the S3 AWS Carrierwave backend correctly.
Upload a PNG user profile picture.

The PNG profile picture will get uploaded to bucket "uploads" with the path "tmp/etc/etc" but it wont get moved to the location Forem expects it to be.

Expected behavior

The profile picture should be in the expected bucket
