Historically we have a lot of "roles" we can assign to a user:
While "special roles" make sense, as in, when given, the user is granted more access to pages/features they didn't have, "base roles" are not really roles. Instead, they are temporary, reversible changes of user status, usually disciplinary ones, meaning that they remove some power from the user. Hence they should be situated close to other features of similar nature, such as banishing.
This requires a bit more design work to figure out where we should place them, and if we need to adjust overall layout to fit the new design into it. We should also clean up the wording when we get to it.
