Use Yarn 3 as Yarn v1 has been classic for a while.

Thank you for looking into this, but we're not looking to upgrade to Yarn 3 at the moment, and we've made a deliberate choice to lock down the version to 1 for the time being.

We might revisit this in the future, but for now I'm going to close this issue.
