Add configurable number of retries for command.

Use case: Selenium / Sauce wonkiness

$ builder run --retry=3 test-func-sauce
$ builder concurrent --retry=3 test-func-01 test-func-02
$ builder concurrent-env --retry=3 \
  SAUCE_CHROME=chrome_latest_Windows_2012_R2_Desktop \
  SAUCE_FIREFOX=firefox_latest_Windows_2012_R2_Desktop
