When no documents exist in a site, GET /documents will not return folders #177

When using a site with no documents but with folders available, GET /documents will not return any of the folders, returning only an empty array:

{"documents":[]}

This differs from GET /folders, which will show the folders.

NOTE: this may be a perfectly fine behaviour, but want to confirm.

@mfriesen I marked as bug, but in retrospect, I think we may want to consider this expected behaviour.

Based on discussion, we will consider this expected, as the /documents paradigm exists as well as the /folders concept, and that this call ignores folders, as expected.
