Item414: Taking ownership of HistoryPlugin, RevCommentPlugin and Comp…

…areRevisionsAddOn.

The original author slammed the door in 2006 because he was dissatisfied with changes
to the compatibility. Steffen, Arthur and I have maintained them since.
But they had no formal owner. Since I am the one that seems to love them the most
I take the formal ownership but put a FeelFreeToModify policy on them.
The only thing I ask is that you maintain compatibility with topics that have used them
before and also maintain the wonderful user interface. It is naturally OK to improve it
but no hiding of features.
