Item12180: Clarify some configuration

Some help text still referened the old Proxies location under the Email
tab.  Also there were some expert settings under Email that were more
related to other areas

- {RemoveImgInMailnotify} is only used by MailerContrib, so it should be
  on that tab.

- {NotifyTopicName} is used by Core, so move this to the Miscellaneous
  tab where most of the other *TopicName settings are configured.

Also

- The help text for the Antispam hide email addresses needed some
help.

- The "Miscelaneous Expert Settings" page was empty because all the
  settings are "EXPERT".  Might as well reveal them on that tab.
