1. Describe the bug
When using the Reorder components on a page that scrolls, the touch-action: pan-x does not allow scrolling on a touch screen device.

2. IMPORTANT: Provide a CodeSandbox reproduction of the bug

3. Steps to reproduce

Steps to reproduce the behavior:

  1. Go to the code sandbox provided on a browser that can emulate touch controls
  2. Start the browser touch emulation
  3. Try to scroll the list on the code sandbox with a touch drag up or down

4. Expected behavior
Ideally this would scroll the list when a reorder list is using drag handles for drag interactions

5. Environment details
So far, Firefox, Chrome, and Safari can all reproduce this
