Description of the issue

The "Edit Values" button appears when "Primary Template" is selected in the Navbar Template (Website Settings). An empty pop-up appears.

Expected result

Ideally, one should be able to adjust the colors etc. of the Navbar here.

ERPNext: v13.14.1 (version-13)
Frappe Framework: v13.14.1 (HEAD)
