Would it be possible to write the TimeStyle customizer so that users can customize this watchface when Internet is unavailable?

Unfortunately, there's no way to do that on the Pebble; config pages must be hosted elsewhere. Hopefully Pebble changes that system at some point, but for now, nothing can be done.
