AFAIU, a definitive fix for #902, #1581, ... is considered to be something like #988, which would imply a lot of work and therefore not a high priority.
However, in the time I've been using FreeBSD, I've seen the same question regarding "size mismatch" and not being able to install packages over and over again.
Maybe a super good interim solution would be a friendly error message?
I was thinking of something like:
pkg: cached package zh-ibus-pinyin-1.5.0_4: size mismatch, cannot continue
Consider running 'pkg update -f' and read man pkg-update(8) .
Would something like this be acceptable? It would certainly eliminate these questions once and for all, even if the ultimative solution takes a while to be designed and implemented.
