When upgrading, pkg list packages that will be removed, upgraded, and reinstalled, in that order. I would suggest reversing these, as the importance / disruption is (by far) largest for removed, and should therefore be closest to the user interaction prompt. (And I would argue reinstalled is the least disruptive, as it isn't a version change to the software).
For users unfamiliar with pkg, the removed list is frequently well off the screen and not noticed, leading to confusion when their favorite package foo gets removed when upgrading bar.
