possible regression pkg fetch -udy

As far as I remember `pkg fetch -udy' was working in rc3 in the release it doesn't.
pkg fetch -uy is working but what about dependency changes.

Another one, my systems in the DMZ's do not have a ports tree or access to the outside only a limited time frame to a pkg building system in a different DMZ
pkg version -vU
pkg: Cannot find ports tree: unable to open /usr/ports/Makefile

Haven't tested updates via salt but can think about potential issues
