Select one of the electromagnetic constraints like Electrostatic potential.
Don't press Add first, just select a face instead and then press Add. Click Ok.
Go back to this constraint or add any other one (even Force) and try the proper selection order - press Add and click on a Face. The following message will appear:
Selection Box: Face6 is in reference list already!
From now on, you won't be able to apply any constraint to any face until you restart FreeCAD (it keeps failing even in a separate document).
It's possible that any constraint with this selection order (clicking Add first) may cause this but I'm not sure about it and electromagnetic constraints are certainly triggering it.

Problem description
Easiest way to reproduce:
Selection Box: Face6 is in reference list already!
From now on, you won't be able to apply any constraint to any face until you restart FreeCAD (it keeps failing even in a separate document).
It's possible that any constraint with this selection order (clicking Add first) may cause this but I'm not sure about it and electromagnetic constraints are certainly triggering it.
