Ready for review

Description of changes

Towards freedomofpress/securedrop#5479. This adds new 5.4.x kernels, built for SecureDrop servers, with the pre-existing patches already present for older model hardware support.

These do not include additional patches for e.g. NUC10 support. Will rebuild once those are ready.

Uses new logic in https://github.com/conorsch/kernel-builder/ , which also permits saving build logs.

@kushaldas has offered to help get this over the line; as noted, this will allow some initial testing on currently supported platforms, but won't get us ready for NUC10 testing yet.

My NUM5 with Xenial worked happily with this kernel. No issues in the SecureDrop instance, did not notice any new error message. I will still keep an eye for some more time.

Works great with Focal on my NUC7s. The new boot-time entropy collection is especially good.
