enhancement, configuration changes

Updated spec_version from 1500 to 1600 in both klaos and laos runtime source files.
Updated RUNTIME_SPEC_VERSION from 1500 to 1600 in the E2E tests configuration file.
Bumped project version from 0.15.0 to 0.16.0 in Cargo.toml.
