What's needed?

Wherever timestamps are used in the Microgrid API, it should be clearly documented that those are in UTC. For example, here:

frequenz-api-microgrid/proto/frequenz/api/microgrid/microgrid.proto

Lines 459 to 460 in b355c8b

// The timestamp of when the data was measured.
google.protobuf.Timestamp ts = 1;
