Sci,Ref,Diff cutouts not being posted to main Fritz API for PGIR candidates #380

Describe the bug
We have recently implemented some new groups to use the PGIR stream. However, when scanning for these new groups, the Sci, Ref, Diff cutouts do not show up on the scanning and source pages. This appears to be happening systematically for sources passing the PGIR + ZTF filters where filter looks for a ztf_crossmatch entry in the associated alert on kowalski

To Reproduce
Steps to reproduce the behavior:

  1. Go to PGIR scanning

  2. Set the scanning parameters like

  3. All the candidates show up like this

Expected behavior
We expect the candidates and sources to show up with their Sci/Ref/Diff cutouts

Additional context
The ZTF crossmatch to PGIR alerts was added as an additional field in kowalski recently. It is somewhat suspicious that the groups experiencing this are the ones using the ZTF crossmatch filter, other groups appear to be fine.

Issue is with Kowalski not posting cutouts for certain candidates. Will investigate.
