Toolbar Not responding

The editor toolbar fails to respond on touch devices such as tablets, mobile phones, and Chromebooks when connected to an external mouse or touchpad. It works with touch but not with the mouse click.

Expected behavior.

Editor toolbar buttons should be clickable using an external mouse connected to a tablet

Actual behavior.

Editor toolbar buttons are not responding if clicked using an external mouse connected to a mobile/tablet or ever with the build-in touch bar of any Chromebook

Steps to reproduce the problem.

Connect an external mouse, which can be wired or wireless, and try to click the toolbar button.
