Stylelint must throw Error on dev and not on production

As discuss with @gido, we should throw error on development env and show the error before deployment.
Now this is block the deployment on production.

The following line https://github.com/frontend/generator-toolbox/blob/dev/app/templates/tasks/styles.js#L57 must be throwError: !yargs.argv.production
