Tracking issue for dotnet/fsharp#3309 on Mono

This DLL also needs to be included in the Mono install, and in FSharp.Compiler.Tools nuget.

Closing as the current resolution for #3309 is to explicitly reference the relevant netstandard.dll, and we won't diverge from that behavior here. See the bug linked above
