Refactor SOURCE_UTIL package. In methods where DynSQL is used, use static PL/SQL where database link argument is null.

Done.

All the calls to DynSQL in SOURCE_UTIL package rewritten with a condition:

  • if dblink is not specified, run static SQL
  • otherwise run dynamic SQL over dblink
