publish locale-weekinfo package

I was wondering why locale-weekinfo package is not published on npm ?
weekInfo field of Intl.Locale does not have full browser support. It would help people like me, who want to use this package to get weekInfo of all locales

@Ayc0, that package polyfills the whole Intl.Locale class from what I understand. This package will polyfill just .getWeekInfo() (formerly .weekInfo) and will do so in an ultra-compact way.
