Click scrollwheel to scroll doesn't work

When you click your scroll-wheel (cursor changes to circle with an arrow in each direction) to scroll, the page only moves a few pixels in each direction.

Tested in Chrome.

Third button should be for dragging. Just to be sure, have you tried to keep the button down, and move your mouse around? The screen should follow your mouse.

Probably not what I meant. On Windows (unsure about other platforms at the moment) when you click your scrollwheel once in a scrollable area, your cursor will change to

Then, when you move your mouse in any direction, it will scroll towards that direction.
This normally works fine but not with fattable.
