在找提案功能選擇臺南市 "（第08選區）北區、中西區" 會找到舊有的第08選區 "楠西、南化、玉井、左鎮區" 資料，因為選區編號異動的關係

也許選區與行政區的配對關係需要個別年度製作

看起來只要是台南選區的功能都會篩選錯誤

這個超麻煩的，因為選區變更，跨屆搜尋議員提案時，選區在不同屆卻已經不同，得做一點取捨，或把搜尋介面變更複雜

我在選舉黃頁的作法是行政區與選區分列，這樣一來選區不管怎麼異動，透過行政區檢索就可以找到歷年的相關資料

不過行政區異動就沒轍了，可能需要手動建立關聯吧
