Could be something to look into in the future, perhaps after the shift to cmake.

Gargoyle doesn't officially support being built on Windows (mainly because I don't know enough about Windows development to even begin trying); the official method is MinGW on Linux as a cross compiler.

I've removed Travis support due to the advent of Github Actions, which do provide enough to do a MinGW build as part of the test, and I've added a MinGW action.
