Add/edit prisons doesn't use the assessable autocomplete

Because of the way the assessable autocomplete works (targeting a div with a specific ID) when you add another component to the page it doesn't add another autocomplete.

For the time being, I'm just adding an input but this could do with making better so that it mirrors what's built.
