What steps will reproduce the problem?
1. Goto: http://code.google.com/p/chrometophone/downloads/detail?
name=chrometophone-extension.crx&can=2&q= and Download
chrometophone-extension.crx   27.1 KB
SHA1 Checksum: bdc189620323e79e80de985928f8070d2396429a

What is the expected output? What do you see instead?
Plug-In installation - but Error message upon opening the downloaded file: 
Default locale is defined but default data couldn't be loaded.

What version of the product are you using? On what operating system?
Windows XP 
Google Chrome: 5.0.375.53 beta and
Chromium 6.0.410.0(47686)

Please provide any additional information below.
OS Locale German. Google chrome is English Chromium is German.

Same problem with Google Chrome: 5.0.375.53 beta.

Although not internationalized, the extension should work (in English) in other 
languages. I just tested with my system set to German without a problem. I 
suspect this problem was fixed in a newer release of the extension - please 
uninstall and install the latest one.

Problem is still the - now with Google Chrome Version 5.0.375.99. Is there any 
kind of log I can post?

I was able to install it in extension developer mode. I simply used 7Zip to 
unpack the .crx file before loading it in developer mode unpackaged. Works 
flawlessly. Read more about loading unpacked here:

This is still an ongoing problem for extensions with localization (locales) on

Trying to switch over from FF because it's too slow and getting this error 
trying to install numerous apps.  Win 7 64 bit Core i5
