Don't show empty favorite concepts

Without concept lists and no favorite concepts, an empty box is shown for vocabularies without hierarchy (otherwise the hierarchy is shown). Don't show this card if no content is available to be shown.

For vocabularies with hierarchy a popup is show, this should bei hidden as well if there are no favorite concepts:
