Send FCM messages about the new events of user's home chapter.

I don't know how to send event notifications from Firebase because we don't have the event data there yet.
Once we have the data, we can create topics for every chapter. Users will register those topics. And once there is a new event in a chapter, we will create a notification to be sent to that topic in FCM.

I removed this from any milestone because I believe this is not that easy to do.

I think, this is a key feature that makes the app useful.

Ok then, lets keep priority:high again but I don't think this is feasible for the next release. As long as we have new google sign in we should do a release.
